We do not have heaters (besides portable gas heater). We also do not have a dishwasher, dryer or washing machine.

We have been living in the same apartment for a little over a year now and since the beginning of our lease the utilities have been in our landlord name. There are 3 apartments, but it is a house with one meter for both gas and electric. The landlord slides the bill for each under our door and we just send him the payment.Not until this last bill did we find something fishy with this situation. The past due balance on the gas bill is just under 00, and he has (since last month) began dividing the bill into 3 seperate totals. Our apt and the lower apt are about the same in size and the upstairs apt is smaller so his share is less. Im not sure how he divides the bill that way at all. But after coming home a few days ago to find that our and the lower apts share for the gas bill for the month of July was 7 a piece, my husband and I knew there was something wrong with the situation. In gathering some of my previous bills (that I could find) I found that the landlords math has been off almost everytime by at least -.Also he has neglected to take care of a mouse problem that we have, as well as our toilet being slanted due to rotten wood underneath as well as the mechianism not working correctly.Also there is 1 smoke detector in a 2 bedroom apt, paint is peeling ect… He has been very neglecting in his landlord duties having his beer drinking friends to do his mantience work, but he has also been understanding when our family had some financial hardship and had to be late on payments and such.How do we handle this situation? After showing my father our utility bills alone he told us not pay the bill, at least the full 7 because he has a back amount that is way to high it to be our problem ( oh and btw the actual bill for the past month is ) We usual pay the utilities for the previous month with the current months rent and currently owe him a 8 gas bill from the previous month, which still seems pretty high to me, being that my parents own there home and have a 0 bill for their whole home that has 6 people living in it all bathing,doing laundry ect..Please help us!I am unsure where to go from here and am ready to have anew baby any day now and I do not want to be left with out a place to live if we bring this up to him in the wrong manner!!! O and my husband just reminded me that all of our units have electric running stoves and no laundry hookups as well as our rent only being 5 a month, this bill is more than our rent!Sorry this is very very long.WE NEED ADVICE!!!
